Caesar's Legion (or just "The Legion") is a military dictatorship that styles itself after ancient Rome. It was founded by an educated man who went to the worst areas of the Wasteland and realized how he could civilize them. The Legion dedicated itself to strength and discipline, just like ancient Rome did. When they find a new group of people, they conquer them, using brilliant tactics and a total dedication to war to crush all resistance. Once the war's over, any survivors are absorbed into the Legion's culture. All able bodied males are conscripted into the army, and all women are forced to bear as many children as they can to bolster the population. Old folks get to do all the manual labor needed to keep the Empire running. Legion military training is more like a cultist indoctrination, and it is brutally hard. Those who manage to survive come out at the peak of their physical potential, and they are fanatically devoted to Caesar. In theory, every single Legion trooper would follow an order to commit suicide without question, and die with Caesar's praise on his lips. In practice, not everyone is THAT much of a fanatic, but the level of discipline and obedience in their military ranks far exceeds any other faction in the Wasteland. Unfortunately for them, they fall behind when it comes to technology. Caesar believes that technology made humanity soft and led to their near-extinction. Only the most rudimentary technologies are used, such as bolt-action or revolving firearms and shortwave radios. Legion troops fight mostly with melee weapons, wearing basic hide armor, and they use shock-and-awe tactics and sheer numbers to overwhelm better-equipped foes. Ever expanding, ever seeking more territory and more resources, the Legion represents the biggest threat to freedom in the Mojave Wastleland. Some, however, wonder if it wouldn't be safer under their rule. Joining the Legion means giving up the very idea of personal freedom. . . but there's few people in the Waste who are more prepared to keep you safe.
Held Territory
The Legion hold most of what was once called the Four Corners region. Arizona is under their complete control (with the city of Flagstaff having been remade into their new Rome), and they also have large holdings in the southern portions of Utah and Colorado, and the western half of New Mexico. Life in Legion territory is that of a valued possession. Nearly everyone is a slave, and even free citizens are so bound by the rules of the Empire that they might as well be wearing a collar. However, the Legion's iron control and brutality means that crime and the dangers of the Wasteland are virtually non-existent in their territories. No bandits roam the wilderness, no rapists or cannibals stalk the streets of their cities, and the various monsters and mutants that make the wasteland so dangerous have been exterminated with extreme prejudice. In short, the only danger to be found in Legion territory is the Legion themselves . . . so just make sure you follow the rules.
Enemies
Anyone who prefers to take their chances and call the shots of their own lives is an enemy of the Legion. Called "Profligates" and "Degenerates", the Legion views those who refuse their rule as nothing more than unruly animals, unwilling to dedicate to a greater cause and concerned only with the most base needs of survival. This means that anyone not wearing Legion colors (except for the minimum required amount of traders needed to keep the Empire running) is likely to be attacked by their troops, and any settlement that has refused their "diplomacy" is now a target for their raiding parties. The NCR is currently in a state of open warfare with the Legion as they both seek control of Hoover Dam, but be careful any time you see them flying their symbol of a bloodied prize bull. There's a better than even chance they'll kill you.
