The New California Republic (NCR) is a democratic federation of nearly a million citizens, by far the largest nation in the Southwest. They're based in California, with holdings all up and down the West Coast and a few outposts in Nevada. The NCR emphasizes and claims to support old world values, such as democracy, personal liberty, and the rule of law. They want to return to the level of safety and stability that pre-war America had, and they're making a damn good stab at it. Unfortunately, they have all the problems of democracy, too. They hold more land than they can easily protect, they never have as much money as they do ambition, and there's widespread corruption in both law enforcement and the bureaucracy. They're still probably the closest thing you're going to find to "The Good Guys" in the harsh Wasteland, though. They might take over your town, but they'll probably treat you well enough if you pay your taxes. Just don't piss them off, because they outnumber you.

NCR controls most of the west coast of the United States. All of what was once California, from Baja to the Klamath Mountains, belongs to them and is supported by their infrastructure. If you go to an NCR city, you'll find paved streets, post offices, train stations, and nearly all of the amenities of pre-war life. You'll also find the largest and best-equipped military in the Wasteland, so don't cause any trouble.
Enemies
Caesar's Legion is the chief opponent of the NCR in the current political climate. There's almost no chance of peace between these factions thanks to their totally opposite ideas of what the best way to survive in the Wasteland is, and both of them desperately need the resources the Mojave has to offer. The Brotherhood of Steel has also had troubles with NCR in recent times, so you're not likely to get allowed into an NCR settlement wearing their colors. . . not that an Outsider would be anyway.
