The Brotherhood of Steel are the descendants of a US Army base that went AWOL in the days just before the Great War. They settled in a fortified bunker to stay alive through the bombs, and in the years since then have focused on strengthening themselves and finding technology that used to belong to the military. The Brotherhood of Steel believes that only the chosen few (I.E. them) are worthy to use the technology that existed before the war. They devote themselves to hoarding this technology, repairing it, and researching it. Over the years, they have become organized like an order of warrior monks who worship the tools they use. The Brotherhood is the only faction in the Wasteland with consistent access to the supertech of yesteryear. Their elite soldiers, called Paladins, stride across the Wastes protected by robotic Power Armor that makes them superhumanly strong and almost impervious to damage. They carry sophisticated firearms and are the only people in the Wasteland with energy weapons, fiercely defending their secluded bases with lasers and superheated plasma. Though they number only a few hundred at best across the entirety of the Wasteland, the Brotherhood of Steel are considered a nation-level power in their own right, because each of their Paladins is worth several squads of normal soldiers. They keep themselves to themselves, and rarely interact with the outside world (though there are rumors that occasionally they raid the countryside, stealing any items of high technology any unfortunate prospectors might have gotten their hands on.) Most people don't even know they exist. Those that do keep their mouths shut and avoid BoS bunkers like the plague.
Held Territory
Unlike the NCR and the Legion, the Brotherhood of Steel holds no actual lands or territories. Their isolated Chapters live in fortified underground bunkers, the entrances guarded by automated defenses and disguised to blend in with the surrounding countryside. The bunkers are usually the remains of old military bases, and the Brotherhood equips them with self sustaining systems to produce food, water, and clean air. No one who was not born in the bunker is ever allowed to see it's interior, and even asking a Paladin where they're from can get you incinerated. The Brotherhood takes their isolationism very, very seriously.

The NCR has fought multiple wars with the Brotherhood of Steel, usually when a stockpile of technology was discovered that both wanted. One such example is the intact pre-war solar power facility called Helios One, located southeast of Las Vegas. Though the NCR takes heavy casualties every time the two factions fight, they have far more people and resources than the Brotherhood, and have steadily pushed them back. Caesar's Legion, by contrast, barely knows the Brotherhood exists, and has had little reason to make contact with them. No Legion raiding party has ever managed to find a Brotherhood bunker and survive to report back to their superiors.
